1)What is the exact format of the letter? As i always see many different kind of letter format, i am very confused.

2)When i am writing a article, do i has to write a title for it?

3)(a)Study oversea

(b)studying oversea

(c)oversea study

Which one is correct for a title?

1) the format depends on the type of letter but you can see lots of examples here. 2)I assume you mean an article for publication, say in a magazine. Yes you do need to come up with the title.

3) Study overseas or Studying overseas are both correct. Not the s at the end of overseas. Not very zippy for an article title though. Overseas study - does not sound as natural.

Can we use a verb , a noun , a gerund or to -nfinitive as a title?

I'm not sure I really understand what you are asking.

There are no set rules about what can and can't be used in an essay or article title - but it still needs to make sense, be grammatical, relevant and entice the reader to continue.

Where you are using it is irrelevant. Something is either grammatically correct or not.

To be honest! - This does not form a sentence. Perhaps you want 'Be honest!

Don't be greedy is fine.
