Is it not implicit that Workers under forty implies the specific group of workers?

Hi, I take it to be a general reference that means 'some or many but not necessarily all'. eg Women under 40 voted for Obama does not usually mean that 100% of them did. Clive

I take it to be a general reference that means 'some or many but not necessarily all'.
