I've never heard it used.
There may be some cities in which "The" is part of the official name. I'm not sure.

Many American cities have Spanish names, in which "the" is included.

Avangi is right. However, one exception comes to my mind: [url=http://en.wikipedia.org/wiki/The_Hague]The Hague.[/url] It's the third largest city in the Netherlands. Its Dutch name is Den Haag, and I assume that the article has been borrowed from the Dutch.
