why can we use the form is or are in various tenses when related to nouns concerning groups of people and is there a difinitive rule concerning this or does anyone know the origin of this anomaly?

When you use are playing you emphasize the individual members of the group. On the other hand, using is playing you emphasize the unity of the group. As far as I know, there are no strict rules.
