arrived to is not used.

Hong Kong is a metropolis. Therefore, “in” is better suited here

She arrived in Hong Kong.

Yes. I forgot to mention that if you're talking about the city in general it's arrived in. If it's a destination point (station) reached by plane or train, etc., you can say arrived at because you mean you are at the station. arrived in may be more commonly used, however.
