Arrive in / at

Hi teachers,

This is a rule that I've read:

You 'arrive in' for big places, but 'arrive at' for small places.

Generally speaking we say:

arrive AT + buildings, and small places
arrive IN + cities and countries
get TO + places in general

Examples:

1. We arrived in New York late in the evening.
2. We arrived at the airport just in time.

What about this sentence? 'You arrived late once again in class'.

Why do we use 'in' in this case?
