Can I say,

(a) We went to the cinema. After a few minutes, we arrived there.

(b) At there, I saw many stalls outside the cinema.

We went to the cinema. After a few minutes, we arrived there. - OK, but I would say it with the past progressive: We ere going to the cinema in my father's car. After a few minutes, we arrived there.

At there, I saw many stalls outside the cinema. No. "there" is never used after "at". At is a preposition and must be followed by a noun. "there" is an adverb.
