Consider these examples.

Tom arrived at the library. Maybe he was inside the library. Maybe he was standing outside the front door or in the parking lot.

Tom arrived in the library. He was inside the library.

The preposition used with arrive is usually the same preposition that is used with the forms of to be:

He was/arrived at the bus stop / at the station / at the airport.
He was/arrived in New York / in China / in Africa.

Also note: He arrived at the right conclusion.
