Arrive

Hello everyone,

Is it possible for the verb "arrive" to be followed by "in" if the following nouns are the words "village" and "town" as follows?

1. He arrived in the village.

2. He arrived in the town.

Or must they be as follows?

1. He arrived at the village.

2. He arrived in the town.
