If is very important to be clear about whether you saw AR Registered (no periods and a space before Registered) or A.R.Registered (periods and no space before Registered). You can narrow down AR Registered to two probable meanings: Arkansas Registered (professional licenses) and Argentina Registered (domain names). Given where you are posting from, the first may be very probable. There is no way to get AR Registered to mean A.R.Registered though. The periods are crucial.

I see that this question has been asked and answered in various newsgroups for several years, including a query from a "kile" that somebody in another newsgroup answered in July 2004. Maybe the idea is to get us to visit the guy's website and pick up some spyware.
The attraction of the question may lie in the fact that the USA, currently the biggest internet power, doesn't use the term "AR Registered Mail" or "AR Registered Post" at all. I'd never encountered it until I saw it here in the current query.

Good questions. I don't know that kile has a website. I was airing my anxiety about my having tried to visit "thankyou.com".

I think he is posting from malaysia, given the

thankyou.com is registered in New Jersey.
It redirects to another site which pretends to ship cakes, but I couldn't find an adress listed on that site, so I assume it's bogus.

Despite the fact that this post is probably not a sincere inquiry, as replies later in this thread indicate, I figure one may as well post an answer to it here to remove the mystery. Perhaps "Kyle" will follow up on this sort of query by next posting the statement "Do you know that the word gullible is not in any English language dictionary?", though a truly appropriate post to AEU would more likely be "There are no words in the English language with four sets of double letters" according to http://www.gullible.info/. A.R. Registered (NOT A.R.Registered - without a space, nor AR Registered - without periods) is the first part of two terms used in international postal (snail mail) operations: A.R. Registered MAIL and A.R. Registered POST. These terms are defined by the Universal Postal Union, a diplomatic body now attached to the United Nations through which nations make rules for international exchange of mail. The "A.R." portion refers to "Advice of Receipt".
An example of one of the full terms (A.R. Registered is merely a portion of the full term) can be found at

In the U.S., for purely domestic mail, "A.R." is not used because the usual terminology is "Return Receipt Requested". The return receipt is pink for registered mail and fulfills the function of a UPU "Advice of Receipt".
