Arrange verb definition

Hello.

In many dictionaries verb arrange is defined using noun order .

I think that from the last three examples of arrange definition (in the Examples for arrange definition), the second definition of the order (in Examples for order definition), state definition (Question section), definition from the Oxford Advanced Learner's Dictionary (Question section), the second example sentence from the Oxford Advanced Learner's Dictionary (Question section) it is possible to figure out different definition for arrange verb not using order noun:



(transitive verb) to put a thing, a set of things or parts of something in a particular (needed, proper or natural) state

(transitive verb) to put a thing, a set of things or parts of something in a particular (needed, proper or natural) state

This seems OK to me, although it does not cover all the meanings of the word (eg He arranged / planned a meeting).
