is it OK to say:

They will arrive around two o'clock.

They will arrive around a quarter to two. ??

Or do we need the preposition at too?

No, not "at too" nor "at two".

"... around a quarter to two " ( or 1:45 ) is just fine.

It is fine as it is. Frankly, at is superfluous here. Around means approximately in this context.
