Arms swinging

Witte entered the controversy with both arms swinging by proposing the establishment of minimum and maximum tariff rates, the former being those of the 1891 tariff, the latter to be applied against Germany at his discretion.

What does both arms swinging mean? And "at his discretion" here means that the tariffs have the right to be applied but that they were not necessarily applied? Thanks

Vladv What does both arms swinging mean? It seems to be an expression I am not familiar with. I guess it is similar to my "came out swinging", from boxing, meaning constantly throwing punches immediately upon the start of the fight.
