Hi

THe FDA inspects the facilities that manufacture homeopathic medicines and
insists on certain standards for their production. This close oversight of homeopathic
medicines is entirely different from the FDA’s arms-length approach to vitamins, minerals,
herbs and other supplements, based on a lesser degree of regulatory authority
granted by Congress.

As for "based on a lesser degree of regulatory authority granted by Congress" I take it to mean that the Congress doesn't think it's important to control them?

It should be " arm's -length approach". It means that they do not get very closely involved. ) This use of "based on" is not very satisfactory in my opinion, but from general context it presumably must mean that Congress has granted the FDA fewer regulatory powers over vitamins, minerals etc.
