Arm's lenght

Hello all, Emotion: smile

"arm's lenght" means a link between two people, two companies ...

But "arm's lenght transaction" means a transaction without particular link between the seller and the buyer.

That means a "common" transaction.

Anybody would be willing to explain me those opposite meanings ?

In the UK we have organisations called ALMOs - they are Arms-Length Management Organisations. They are usually concerned with housing that used to be managed by local government

It means that they carry out government policy but they do so in their own way. They do not have to obey the exact instructions of government, but they have to follow a policy

For "arm's length transaction", it seems that this is with "independence" a little bit as for "cow" with "beef", there are two words/idioms where there is only one in some other coutries
