are/were/help

Dear members

Can your imagine if these changes to the soceity were more permanent?

Is it possibe if I change "were" to "are" on the sentence above?
If this so, what are they different in meaning and garmmar?

He was working to earn money to help take care of his mother.

Should I remove "help" on the second sentence?

 Thanks
