Are/is

I've heard that there are two types of people who go out of their towns. The first type is/are the people who get out of their towns to seek more excitement, and the second type is/are those who do so to find more tranquility.

Which is correct; 'is' or 'are'?

Or do both of them work?

Yes, that's what I thought at first. But I found so many examples of 'the first type are...' on Google-books.
