As above, the topic title "Are you now, or have you ever been?" I believe that derived from journlism as I've come across in several news columns. Now, what does it really imply and how do we use it? Does it carry along sarcasm?

These were the opening lines of cross-examination before the House Un-American Activities Committee in the 1950's. At this time, the US government was terrified of communists, and hundreds of people were investigated by this committee which was headed by Senator Joseph McCarthy. I suppose it does now carry a hint of sarcasm - well spotted.
