Hi,
I met a few people from Canada in a local church here, and I thought they could be family. So, I asked. But which one of the above should I use? Do all of them work? Thanks.

Are you a family? OK, informal. But it mnormally means 'Are you 'mother, father, children?'.
Are you family? Pretty informal. Depending on context, can sometimes mean 'Are you a member of my family?' eg Are you my third cousin I haven't seen in 40 years?.
