Can anyone explain as to when to use 'are' and when to use 'were'. I know that for Past and Plural combination we use 'were'. I have seen sentences where 'are' is also used in the same sense.

In #2, you are telling me about a past event, eg what happened at the meeting yesterday.

Well, it depends on whether you want to emphasize the current state of affairs - the issues are resolved so now we can launch the product - or what happened in the past - it was a very productive meeting; a number of issues were resolved.
