"are we?"

Hey this problem is really twisting me up so I'd really appreciate it if someone could help me out;In this context I saw the other day where someone wants to kill somebody and goes up to him then all of a sudden realizes the target in not there and he's been tricked so he shouts out loudly addressing the target,"not making this easy for me,are we?" What's with this "are we?" and what does it mean?
