Are to + verb

I've found following sentence on a website.


Amazon CEO Jeff Bezos and his wife, MacKenzie, are to divorce after a 25-year marriage.


I can't understand what is the grammar structure of the above sentence.

Please let me know following sentence has similar meaning to first sentence.


Amazon CEO Jeff Bezos and his wife, MacKenzie, are divorcing after a 25-year marriage.


In addition, is it possible to use <am, is, are> + to + <any verb in base form>, same as <be verb>+ <ing form>.
