Hi

1.

a) The talks are to be held in Argentina ...

b) The talks to be held in Argentina ...

2.

a) A visit is to be paid to Chile ...

b) A visit to be paid to Chile ...

--- Are both a's and b's correct? I think the meaning of them is slightly different? And I think we can also say: The talks which are to be held in Argentina ... A visit which is to be paid to Chile ...
