Are to be considered?

I want to say that legislation changes need to be considered when reviewing the procedures. Can I say:

- The changes of legislation are to be considered during the annual review of the operational procedures.

Why not, "The legislative 'changes need to be considered when reviewing the procedures.'"

I am not an expert in the intricacies of grammar. I just know what sounds right versus what doesn't.

You want to emphasize "changes", no?

Big changes, small changes, legislative changes, etc...

The word that precedes "changes" is an adjective. Legislation is a noun. Legislative is an adjective.
