Are those statement correct?

The government have never been seriously taken environment as a consideration in terms of policy.

*If the statement is grammatically right , can I put seriously after taken?

I have always been taking it seriously but I realize it is not worth at all eventually.

The guy I was chasing is a shoplifter with a cap and glasses.

The visitors (who) around the world gravitated to this fascinating country.

*Who is necesary in this case since it is the subject?

Redbull is the most successful engery drink product in terms of marketing.

Okay?

Many previous study pointed out that over 70% resident have the wallet stole. It is three times as many as others rural area.
