Are they correct to say about it? Are they better way to say about it?

1) The level of the particle rate is not that high as much as you do not need to wear a mask.

2) The level of the particle rate is not enough high to wear a mask.

I am trying to say that you do not need to wear a mask because the particle rate is not that serious.

Are they correct to say about it? Are they better way to say about it?
