When I [got to / arrived at] the fruit shop, it was about to be closed.
If I can’t get a job, I will wind up on the street.

Why can't we use 'went to' in that sentence?

When I went to the fruit shop means when I was at the fruit shop, which doesn’t make it clear that the shop was going to be closed shortly after the time of arrival.
