Are they correct?

I need to grind off the rough surfaces of the inner side of the guide rail with a file and an abrassive paper.
Some worn plastic particles were brown to be placed on a product.
(=The particles were blown. As a result of this , the blown particles fell on a product.)

They are very similar.
to grind the rough surface does not specify that it ended up smooth, merely that it was ground.
to grind the rough surface off suggests that the surface was removed altogether

I wanted to say that the only roughness of the surface was removed so the surface still exists and got soomther. What should I go for?

Am I understanding correctly?

To grind the bar off = to cut off the bar by grinding
To grind the bar out = to grind the bar smooth.

Some portion of the rock was worn off = some portion disappeared in wear process.
Some portion of the rock was worn out = ??

To grind the bar off = to cut off the bar by grinding. You could say this but you would be more likely to say cut off the bar with a grinder if you were talking about using the edge of the grinding wheel to cut through the bar from the side (instead of using a hacksaw etc.). Grind off usually is used to me
