It would be of course more accurate to say

Two glasses of water

Two cups of coffee

Two suitcases

I have heard of “two coffees”, but not “two waters” and “two luggages.” anyway, they are colloquial. but this does not mean that the options I stated above are formal.

“two waters” is acceptable because the meaning is clear. What you mean when you say it is “two glasses of water”. You can also say “Two beers” and “two teas”.

Hi,

I think you may be misunderstanding a little.

You don't go into a restaurant and only consume water.

You go for a meal, and are commonly first asked what you would like to drink with your meal. At that point, many people ask for water.

Very often, water is brought automatically so that you don't even have to ask.
