Are they all grammatically correct?

We should discuss ( ? ) 20 years from now.

1) what Japan should be
2) what Japan should be like
3) how Japan should be

If they are all grammatically true, are they different in their meaning?

#3 is not natural sounding. The other two are fine. With the first, the discussion would consist of nouns, and with the second, it would consist of adjectives.
