Thank you. The reason you say that, is it because they all have an actor for the verb? The verbs are in < > ..dont know why some of it is in bold though :/

The £520m <raised> will <be spent> on school sports (PASSIVE)
Soft drinks manufacturers will <be taxed> according to the volume of the sugar-sweetened drinks they produce or import (PASSIVE)
