Are these two sentences correct?
1. However,for those in situation where these two options are not available, choice making often seems to be impossible.

The 1st one is the original sentences in a test, and the clause "where these two options are not available" is a attributive clause. But I wonder if "where" could be substituted by "that" to form a appositive clause, and if it could, are there any difference between the meaning of this two sentences? And if it could not, why?
