Are these two correct?

Hi regarding the sentences below:

You are the second person to say that I look younger than my age.

You are the second person who has said I look younger than my age.

You are the second person who said that I look younger than my age.

Could I get a confirmation that only the first 2 sentences are grammatically sound? Thanks,
