I understand that trousers in British English is pants in American English.

Where I live, long pants and short trousers are commonly used? Are these terms used in British or American English?

Here, you'd use "long pants" only as different from "shorts": "It's too hot out for long pants. I think I'll wear shorts." Nobody says, "short trousers", but "trousers" is an alternate for the usual "pants". There are also cutoff jeans

"short trousers" is used in the UK to refer to, say, school uniform or to more "formal" short trousers that may (albeit normally in warmer climates than ours) be worn by adult men to work. "shorts" normally refers to casual or sports attire.
