In the following sentence, wouldn't the listener wonder who did the speaker question to?

'I have always questioned whether...'

(wouldn't the listener wonder who the speaker questioned?)

I doubt the listener would wonder about that. to question whether ... is normally taken to mean that the speaker has doubts about something, not that he actually asks any questions of anyone else.
