Sentence 3. if okay. Sentence 2. should apparently be something like: "How does the valuation of this project compare to that of the first project?" Sentence 1. is okay grammatically, but doesn't seem to make sense. What is it about Fridays that makes them the only days of the week that you can't release this report on? 1. My suggestion would be to not release this report on a Friday. Acceptable to some, but to be really good, use would be not to release .... Put 'not' before 'to' when negating an infinitive.
2. How does the valuation of this project looks look when applying the first project’s valuation?

It has to do with things like the news cycle or employee relations. Companies are always concerned about the timing of the release of information. It can be crucial to things like their stock market prices.

Yes. That would be different.
on Friday - on the next Friday after you say or write this
on a Friday - on any Friday that ever occurs at any time in the future
