Are these sentences grammatically correct?

Since their system shows disconnected on the connection status of power supply for building no. 2423, we have to request the department to put it on active mode otherwise there will be a penalty because we are using the electricity power illegally according to their system. We need to clarifies this matter with the department and avoid getting any penalty charge or issues on this subject.
