Are these sentences correct in american English?

Are these sentences correct in american English?

1)I would have said that if you haven't. Do we put "did" insread of "have"?

2)That is what happens to me we I try to fix it. Do we need the "is"?

Qestion:

The verb after have always has to be in the third tense,right?
