Are these sentences correct?

I have two questions.



Question 1

I understand #1, #2, #3 and #5 is correct but #2 is incorrect.

Is my understanding correct?



#1.He left for San Francisco.

#2.He left to San Francisco.



#3.He started (off) to San Francisco.

#4.He set off to San Francisco.



#5.The dog started (off) to its nest.



Question 2

I know #6, #7 and #8 is correct.

Are #9 and #10 correct?



#6.He left New York for San Francisco.

#7.He started (off) from New York for San Francisco.

#8.He set off from New York for San Francisco.



#9.He started (off) from New York to San Francisco.
