Are these right sentences?

Could you please tell me, are they right? I am actually not sure in using word "Dare". in different tenses I mean.
Are these right to say?
"How dare, he touched you"(I mean he beated my brother in the past)
"How dare he touch you"(Are both right to say for the past action of somebody or only 2nd one is acceptible for both "past" and "present")
"She doesn't dare to touch the lion"
"She dares not to touch the lion"(Is this same as one above it)
"She did not dare even to touch the lion when we were in jungle"
"She dared not to touch the lion"(Is this the same as "did not dare")
I dont understand in what sense the word " dare" is used in these sentences.
"I dare speaking the truth before him"
"He dares to call him careless"
