Are these qualities countable or uncountable?

In this sentence, "Where are respect and considerion?"

Is it correct to use "are", or should it be the singular "is"?

Where are/is respect and consideratio n ? Either verb form is possible. Countability is not a consideration here.

  • Where are/is respect and consideratio n ?
  • Either verb form is possible.
