Are these passives?

Fruit juice and milk "are not affected" even though...
They are working to cut back sugar "consumed" in drinks
It "is set" "to raise" 520 million.

"consumed" is passive. If I had to choose, I would say that "affected" and "set" are adjectival. The line between passive and adjectival use of past participles can be blurry.
