Are these paraphrases correct?

Can the sentences a) and b) be paraphrased to a') and b') respectively?

a) All schools in the county were closed because of an increasing number of COVID-19 cases.

a') All schools in the county were closed because there are an increasing number of COVID-19 cases.

b) All schools in the county were closed because of the increasing number of COVID-19 cases.

b') All schools in the county were closed because the number of COVID-19 cases is increasing.
