Are these grammatically sound?

We noticed that refinished lighted fibre columns delivered were not fully covered with paint. The earlier patterns are visible through the paint applied, specially when it is illuminated. In addition, paint has cracked and peeled off in some places and the surfaces are not smooth finish. In order to fully cover and get good finishes, 2 more coats need to be applied on the columns.
