Are these grammatically correct

Is it grammatically correct to say as the following?

1) no car with anti-theft device or GPS found

Does this mean the same as when I say I found no car which has anti-theft or GPS?

2) neither car has anti-theft device or GPS

Can it be used interchangeably with the above example sentence?
