1) This is not a complete sentence; it has no subject. Also, the word "restaurant" needs an article. You could say, " I will go to a/the restaurant," or "I am going to a/therestaurant."
2) Almost correct. Just add an article before "restaurant": I went to a restaurant. I went to the restaurant.
3) The word "I" should always be capitalized. Other than that, it's the same as #2.

1) Why we say go to school and we don't say do go to restaurant?
One rule states that institutional buildings (schools, prisons, hospitals) don't need an article if you visit them for the reason these buildings exist, but if you go to the building for another reason, you usually use an article. (This is probably not very good grammar, but I don't know how else to explain it.)

"He goes to school." (He's a student.)

"His mother went to the school to speak to the teacher."

"Her husband is in prison." (He's a prisoner.)

"She goes to the prison to work."

"Restaurant" is not an institutional building, so it needs an article.

2)When we put articles before the word and when we don't?
The proper use of articles is tricky, with many exceptions. Often you have to figure out what sounds right, which can be frustrating for someone who is learning English, but with a lot of practice (speaking and listening) it will become easier. There are very many rules regarding the use of articles, and it is almost impossible to learn all of them. (Check grammar web sites for more information.)

I am Canadian and am not very familiar with Australian English, but I don't think grammar rules vary a lot in American, British and Australian English. The differences are more in pronunciation and, in a few cases, the spelling. My suggestion would be not to be too concerned about these differences.
