Are there two subjects in this sentence?

Where 2 or more persons act as joint guardians of a minor and they are unable to agree on any question affecting the welfare of the minor, any of them may apply to the court for its direction, and the court may make such order regarding the matters in difference as it may think proper.

Are "any of them" and "the court" the subjects of the sentence?
Also, what is the predicate of this sentence?

"Any" is the real subject of the first main clause, and "court" is the real subject of the second main clause.

(The "where" clause is only a subordinate clause.)

I'm sorry. My answer was misleading if not downright wrong!

Yes, there are two subjects, and yes, "any of them" and "the court" are the subjects.
But each subject is in its own clause and has its own predicate.

The predicate of "any of them" is "may apply."
