Are there invisible “being” in English?

Hello friends. I have a serious problem that I hope you will solve.

Although There is no “being” in some sentences, They are meant as there is “being. Let’s look at examples.

1-) You should meet someone in Paris.

What does it mean?

Does it mean that

you should meet someone who is in Paris

or

In Paris, you should meet someone.

They both can be understood.


2-) I met some people from England with my friends in Istanbul.

(You will understand easier than me, but I am not native speaker)

What does it mean?

It seems like

“ I met some people being from England, with my friends in Istanbul. “

or

“ In Istanbul, I met some people being from England with my friends. “

What do we understand it?

3-) I’ve some friends with lux hotels.

There is no “who are” but actually there is.

I’ve some friends who are with lux hotels.


4-) Rules against the democracy instead of terrorists will be defeated.

What does it mean?

I think,

“ Rules which are against the democracy instead of terrorists ...”

Do they change as connected to “meaning of the sentence” ?

b) There is a certain person in Paris, and I think that it would be a good idea for you to meet that person.
