I did learn this saying a couple of weeks ago.
I think the meaning of this sentence is opposite to "A woman without a man is nothing."

Fish live in the water and swim, needing no bicycle.
So it is concluded that women do not need men.

Actually, the sentence is "A woman with her man is nothing."

And the alternate way to punctuate is A woman: Without her, man is nothing!

It doesn't work to show the two way that it can be read if you use "a" instead of "her."
