Are there any differences between the two?

Please tell me if there is any difference. Are they the same in all practical purposes?

He argues that second-language teaching can and should be secular vocation in its own right.

It does need the article. Take out secular (which merely modifies vocation) and you'll see the need for the article more clearly.

I think Nona's basically correct in most of the possible interpretations here, but there might be another another one, seeing
"secular vocation"
(with no article)
as an adjective for "second-language teaching"

Say:

He argues that the cake should be sweet.
He argues that second-language teaching should be secular vocation.

For vocation to be an adjective it would have to be 'vocational'.

As you know, nouns are used many times unmodified as attributes/adjectives. I am not sure what the intent of the original writer was/might be.
